is it suitable 4 our culture?

So either you are a hypocrite or a highly confused guy.

Any way to answer your question, its not against any culture to wear short skirts or backless tops. Culture doesn't and shouldn't tie you in boundaries. The person should have self respect and know how to dress up according to the appropriate place and occasion.
